HFA is now offering funding through its Infrastructure Development Demonstration Program (IDDP) for infrastructure improvements associated with affordable housing projects. To be eligible, projects must have applications for construction or rehabilitation pending with, or approved by, federal, state, or local government agencies.
Eligible applicants include New York State municipalities (cities, towns, villages, or counties), public benefit corporations, not-for-profit corporations or charitable organizations which construct or rehabilitate housing.
IDDP grants are limited to a maximum of five thousand dollars ($5,000) per unit of affordable housing. Program funds may be used solely for hard and soft costs associated with infrastructure improvements.
A total of $5 million is available for Fiscal Year 2008-09. At least 75% of the total amount appropriated for this program are being made available for projects located in cities, towns or villages having a population of 30,000 or less.

2008-09 IDDP Applications
"Short Form Application"
The 2008-09 IDDP Application for Projects Applying for State Housing Agencies' Programs (the "Short Form Application") is for applicants requesting IDDP funds for projects that have applied for financing from any of the following New York State Agencies:
- Housing Finance Agency (HFA)
- Affordable Housing Corporation (AHC)
- Division of Housing and Community Renewal (DHCR)
- Housing Trust Fund Corporation
- Homeless Housing Assistance Corporation

"Long Form Application"
Applicants requesting IDDP grants for projects that have applied for financing administered by federal, state or local agencies other than the State housing agencies listed above must use the 2008-09 IDDP Application (the "Long Form Application"). Each applicant submitting the Long Form Application must also submit a State Environmental Quality Review Short Environmental Assessment Form to demonstrate compliance with the requirements of the State Environmental Quality Review Act (SEQRA).

IDDP Regulatory Information
Under the general provisions of New York State's IDDP Regulations (§2186.1(a)(ii)), HFA has the authority to waive certain population requirements for the appropriation of funds (§2186.4(a)(ii)) and will conform to the current statutory requirement that not less than 75% of the total amount appropriated for the purposes of this demonstration program shall be made available for projects located in cities, towns or villages having a population of thirty thousand or less.
